Head Quarters 5 March 1778
Dear Sir.
By his Excellency’s command I inclose you the within Letters and Returns from the Quarter master and Waggon Master General by which you will perceive the wretched state of our Horses. You will please to return the papers when you have perused them.
His Excellency desires that you will lay before him in the most explicit manner what prospects you have of forage, for it is evident from the Returns that it cannot be brought in by the Cattle at present in Camp and except you have some [illeg] [illeg]nce from abroad, the few horses that remain must perish in a few days.
