In this one-page letter addressed, "Head Quarters 5 March 1778", Tilghman writes unknown party(possibly Clement Biddle, Foragemaster) on perilous state of Horses and forage. He writes, "His Excellency desires that you will lay before him in the most explicit manner what prospects you have of forage..." Letter signed, "Tench Tilghman"
