I have to inform your Excellency that I arrived here the 2nd instant where I found General Cadwalader with about 300 militia in very confused Order their complaints of being carried out contrary to law has become very general among them which has induced me to promise them to adopt the rule of calling out only the first classes as ordered by the assembly of this state for the better regulating of the militia, this appears to be satisfactory to the whole and will put me upon a more respectable footing in Command as I can afterwards compel them to pay more attention to Order. I expect Mr. Paca to my assistance in the morning when I make not the least doubt that a few days will supply me with the number recommended by Congress.
The principal Division of the Enemies fleet consisting of about 150 Sail have fallen down to the mouth of this river and stretch their line from Grove Point to Howells point. The Isis, the Roebuck and a 40 gun ship lay off Col’o Loyd’s a little below Pooles Island. The Sphynx will continue at anchor at Elk a 50 gun ship has been some time fast aground on Stony Point where she still lies in that condition. I have this information from such authority as I think may be depended on. I learn from a midshipman of the Swift Sloop of war who we took prisoner yesterday that he understood when he left the ship (on Saturday last) that the whole of the Fleet was preparing to go round to Delaware.
I am just informed that [illeg] few ships past Annapolis yesterday – we have sent 14 deserters and 4 prisoners to Col’o Richardsons Battalion arrived here to day and has joined the Militia under my command.
As I apprehend the design of the fleet is to rob and plunder the defenseless inhabitants on the Coast.
I have detached a party to Howells Point to drive off the stock. I have another party in pursuit of a Tory Company in arms against the state as will appear by the inclosed . I expect a good account of them tomorrow.

The conduct of the Enemy is distressing, and difficult to be understood. – Since my last, directing you to proceed to Peepskill, their Fleet, or a pretty considerable part of it, has appeared off the Capes of Delaware, as we were yesterday advised by express. – In the State of incertainty about their real object & designs, I think it advisable, that you should halt your own and Colo Ogden’s Regiments where this Letter reaches you, and there remain till further orders from me, unless you should receive authentic intelligence of the Fleets coming within Sandy Hook or going further to the Eastward, in which case, you will proceed immediately to Peepskill with all the expedition you can. – You will hold yourself and every thing in readiness to march on the most sudden emergency.
If the Fleet make their appearance in Delaware I shall inform you by express, and how you are to act. – without this, you will not advance to this place. – While you halt, you will take every measure for refreshing your Men and rendering them as comfortable as you can. Bathing themselves moderately and washing their cloathes are of infinite service. From various accounts I am convinced that the Enemy are upon the point of making a grand effort upon Fort Mifflin. A person in confidence of one of their principal artificers thinks it will be to day or tomorrow. No time is therefore to be lost in making that Garrison as respectable as your numbers will admit, for should the attack commence before they are reinforced, it may probably be out of your power to throw them in. I think you had better for the present, draw all the Continental Troops into or near Forts Mercer and Mifflin, and let what Militia are collected lay without, for I am of opinion that they will rather dismay than assist the continental troops if shut up in the Forts. Acquaint the Commodore that my information says there are three floating Batteries and some fine Rafts prepared which are to fall down upon his fleet at the same time that the Island is attacked, and desire him to keep a look out and make the necessary preparations to rescue them. As Fort Mercer cannot be attacked without considerable previous notice, I would have you spare as many men to Fort Mifflin as you possibly can, for if accounts are to be depended upon, that is undoubtedly the post the Enemy have their designs upon. I am very anxious to hear what was the occasion of the heavy firing of Musketry on the Evening of the 5th it seemed to us to be at Fort Mifflin.

The Officers of the Day will consider of the necessary guards to be posted in this Place and attend to the Orders & discipline of the Camp agreeable to the General Orders of the 5th XXXe, the General requests the Officers of the Day to dine at Head Qrs. as usual. – The Brigadiers or Officers commanding Brigades are at orderly Time, tomorrow to return a list of all the absent officers, of their respective Brigades. Corps to the Adjut. Gl. in doing this the Name and Rank of the Officers are to be set forth; how long they have been absent, whether they are upon duty and what Duty, or upon Furlow. -- & the length of time for which the furloughs were given. – A Strict compliance with this order is expected. – The Qr. Mr. & Waggon Mr. Genl. Are now to arrange all matters in their respective Departments in the best manner possible & be ready to move on the shortest notice in what ever Route the Army shall be called to march

Whites Battn. are immediately to make out or list or their Names with proper descriptions of their Persons & Dress and deliver them to their Brigadier or Officer Commanding their Brigade, who will then immediately, send a suitable Officer of the Brigade to Philadelphia, to examine Colo. The Board of General Officers held the 12th instant to examine the complaints made against Colo. John White & other officers of the Georgia Battalion for inlisting some Men out of the Continental Army who were already inlisted in other Regiments – report that upon the full enquiry there don’t appear the least imputation against Colo. White nor against any of his Officers except in the instance of Capt. Lucas who supposed himself authorized in the matter complained of by an order from Major Genl. Gates issued by the Town Major.

The Commander in Chief is anscious to have the Rank of the Pennsylvania Field Officers adjusted – the Board of Geeneral Officers wh was appointed to sit fort that purpose the 15th Instant will sit Tomorrow at Genl. Greens quarters at the Hour to which they adjourn’d – the Commander in Chief wishes the Board to be as full as possible & desires the General Officers of the day to attend the Board in preference to any other duty –
General Ct. Martials are frequently prevented doing Business by means of the non attendance of some of the Members, which occasions such delays as are greatly injurious to the Service In time to come of any Officer is appointed p[illeg] of a General Ct. Martial & thro’ Sickness or other unavoidable accident cannot attend the Brigade Majr. Of the Brigade to which he belongs is to give notice thereof immediately to the Adjut. General. –
And if any Member is by the like means rendered unable to attend, such Member is to give immediate Notice thereof to the Adjut of the Regt. he belongs to, that a nother may be returned in his Stead. And upon the 1st appointment of a General Ct. Martial each Brigade Major is to return the Names of Members furnish’d from his Brigade to the A. General on or before the Hour appointed for the seting of sd Court – by the Returns given in by the Brigadiers pursuant to the orders of the 13th Instant it appears that many Officers are absent without leave – that some have furlows for Sixty Days and others without limitation at all, with respect to those who are absent without leave the General desires the Brigadiers to whose Brigade they belong will order them to join it immediately and have a strict enquiry (which to be reported) into their conduct for so doing and with respect to unlimited Furlows or Furlows for 60 days he desires that no more such be given without the consent of the Commander in Chief –
As these are very few cases that can justify such indulgences in the active part of a Campaign those who have exceeded the Time limited in their Furloughs are also order’d to join and to account satisfactorily for their Conduct—

Chaplains of the army are to meet together tomorrow at 12 oclock. In the Rear of the Artillery Park, for the purpose mentioned in the Gen.l orders mentioned in the Genl. Orders of the 7th Inst. The Paymaster Genl. will attend The business of this department at Genl. Weedons Hq in Gl. Greens Division at Mr. Tennesses(?) House. --- A Court of Inquiry Consisting of four members & Majr. Genl. Lord Stirling president. to set at 12 oclock today at the Presidents Hr. and examine into the Conduct of Maj. Genl. Sullivan in the Expedition commanded by him to Staten Island in the month of Augt. Last Majr. Taylor and others who can give information of this matter are to attend But if the Court see cause to Postpone the examination for want of evidence after hearing what Majr. Taylor has to urge on that said they are to do it accordingly Genl. Mc Dougall Genl. Knox Colo. Spencer and Colo. Clark numbers—The Genl. being informed that much Provision is wasted by the Irregular manner in which it is drawn and cook’d does in Earnest Terms.
Exhort the officers commanding corps to look into and prevent Abusses of this kind----and in very express terms also deserves that they will see that their men have Provisions by them.
Ready for any Emergency , and more over that they will be particularly attentive to the execution of orders both as to Time and manner ardently wishing that the Necessity of a Rigid Compliance with them may be deeply Improved upon the minds of every officer who ought to Consider how Impractible it is to Carry on any Millitary operation without it.
It is not for every officer, to know the Principles upon which every order Issued and to Judge how far they may or may not be dispersed with or suspended But there duty to carry them into execution with the upmost Punctuality and exactness they are to consider that military movements are like the working of a clock and will go Equally Regular and easy if every officer does his duty. But Without it be as easily disordered; because Neglect in any one part like the stoping of a wheel disorders the whole ; The Genl. expects Therefore that every officer will duly concider The Importance of this observation There own Reputation and the duty they owe their country Claims it of them; and he earnestly Calls upon them to do it.

Dear Sir,
I do not wish you to hurry the March of the Militia mentioned in my former Letter --- on the contrary, if you can employ them to any advantage, you have my free consent to detain all that are new with you – or such part as may answer your purposes.---- It would be a great and glorious thing, if you could disturb (admitting no more was done) the Enemy upon Carpenter Island, especially while they are on the height of their operation against Fort Mifflin—the reason why I cannot at this time, detach Troops from hence for this Service may be communicated at a future day not being the fit Subject for a Letter.
As Intelligence of any movement against, and operations at the Forts can come much quicker from your quartersthan red bank, I could wish to have the speed of information of it from you---Genl. Armstrong thinks it is in your purpose to give considerable Interuption to the Enemy in the construction of their Bridge, if so, I can greatly recommend the measure to you and have advised Genl. Armstrong to furnish you with a field piece as for this purpose.—
